Didn't the queen tell Seven she was from species three hundred and something in VOY? It's canon she's an alien at least. That is how they are going to explain away the fact that makeup looks different and how they can get him in without having him too involved. My guess is data can take over from b4 for very short periods of time without damaging B4s positronic brain. Picard goes and visits data from time to time to talk with data but his time is short.
