It's the official BBC editorial guideline as to what to call them (has even been raised as an issue in parliament I believe). The sole criterion for a person to be a Scotsman is for them to have been born in Scotland. Whether that person likes haggis, wears a kilt. Eats their porridge with Official Boris Johnson Twat shirt. It is completely irrelevant to whether. Not that person meets the definition of a Scotsman. Therefore to say that someone born in Scotland is not a true Scotsman because they put sugar on their porridge is fallacious. This applies in any case where something meets the criteria to be considered X. But someone is trying to claim that it is not X for an extraneous reason.
