Which leads to double jeopardy, which is a concept in law that a defendant can't be tried twice for the same offense. If Trump and family committed a federal crime, it's also likely a state crime, that can not be pardoned. He likely didn't indict many crimes on the federal level because convictions at the state level will actually stick. This at least is what I'm telling my self by this none-bombshell report that may or may not have sealed indictments. But, it makes sense. No reason to take Jr. down on federal charges when the states can get him for the same charges, and ensure that he doesn't get pardoned. Also just because the report is submitted doesn't mean there are no sealed indictments.
